2027-29 Operational Referendum
Welcome!
A Community Proud of its Schools
The Luxemburg-Casco community has a strong sense of pride in our schools, and we are grateful for the support our students and staff receive from our community.
Recent community survey results reflect that pride:
- 89% of respondents rated the District as “Great” or “Good” at delivering a high-quality education.
- 86% rated the District as “Great” or “Good” at building pride in the community.
- 85% rated the District as “Great” or “Good” at providing a welcoming and safe learning environment.
These results demonstrate what we already know: our community values the education and experiences we provide to Luxemburg-Casco students.
The Financial Challenge
Maintaining this level of excellence, however, has become increasingly challenging due to financial pressures that are largely outside the District’s control.
Wisconsin’s state-imposed revenue limit, established in 1993, restricts the amount of revenue a school district can receive through a combination of state aid and local property taxes. Over time, the revenue limit has not kept pace with inflation or the increasing costs of educating students.
As a result, school districts across Wisconsin face difficult financial decisions about how to maintain programs, services, staffing, and educational opportunities while working within these limits.
The 2024 Operational Referendum
In the spring of 2024, the Luxemburg-Casco School District community approved a referendum allowing the District to exceed the state revenue limit by $1.8 million each year for three years.
That support has allowed the District to continue providing exceptional programs and services for students while also maintaining competitive wages and benefits to help recruit and retain our highly skilled staff.
The 2026–27 school year is the third and final year of the current referendum.
The 2027 Operational Referendum
The District is asking our community to continue its support by approving an operational referendum that would allow the District to exceed the state revenue limit by $1.8 million each year for another three-years.
On Tuesday, November 3, 2026, voters in the Luxemburg-Casco School District will consider this operational referendum, which would provide critical funding to support our schools, students, programs, and staff.
We encourage community members to review the information provided on this page and learn more about the proposal before making their decision. This page will be updated as additional questions from the community are received.
